ECE Regulation No. 118 on the fire safety of interior materials used in buses apply in Finland as follows:
Granting of type approvals pursuant to Directive 95/28/EC ceased as of 1 November 2012. The Finnish Transport Safety Agency Trafi grants the type approvals according to ECE Regulation No. 118 in Finland. VTT Expert Services Ltd is the Notified Body for the fire tests required for approval in Finland.
- Vehicles of category M3 carrying more than 22 passengers must meet the requirements of Directive 95/28/EC or the ECE Regulation No. 118 as of 1 October 1999.
Applying for type approval
Vehicle manufacturers or their representatives may seek type approval for the burning behaviour of materials used in the interior compartment of vehicles according to ECE Regulation No. 118. Manufacturers of individual materials or products or their representatives may seek component type approval for the material or product in question. A system approval can be obtained for a complete interior device, such as a seat, in which case each individual product does not require a separate mark. Type approvals are granted by Trafi.
A manufacturer seeking type approval must submit the type approval form and the necessary drawings, photographs as well as the information document and test reports pursuant to ECE Regulation No. 181 indicating conformance to Trafi. Prior to granting approval, the type approval authority shall verify that adequate conformity control methods are applied in each production facility and the manufacturer shall agree with Trafi on the monitoring of production conformity control.
After obtaining the type approval, the manufacturer marks the products with a type approval mark according to ECE Regulation No. 118.
VTT Expert Services Ltd is a Notified Body of burning behaviour testing according to ECE Regulation No. 118. As a Notified Body, VTT has the right to act as a Technical Service responsible for conducting approval tests.
Fire safety of materials and components used in the interior compartment of buses is verified with test methods specified in ECE Regulation No. 118 and its series 01 and 02 of amendments.
The test method varies depending on the location of the material in the bus. For new type approvals after 26 July 2016, it will also depend on whether the material is installed in a vertical or horizontal position in the bus as the transition period of series 02 of amendments that came into effect on 26 July 2012 comes to an end.
